Not able to make multiple image selections for facebook on Chrome.

Issue description

Application Version (from "Chrome Settings > About Chrome"): 61.0.3142.0
Android Build Number (from "Android Settings > About Phone/Tablet"): N2G48C
Device: Pixel 

Steps to reproduce: 
Pre-Condition: Add some photos to your phone storage.

1. Start Chrome and enable the 'New photopicker' from chrome://flags
2. Login to facebook account on m.facebook.com
3. Hit photo button.
4. Hit 'Add Photo' and check multiple photo selections.

Observed behavior: 
a single image is selected.

Expected behavior: 
Multiple photos should be selected.

Frequency: 
100% 

Additional comments: 
Not able to repro with the m.twitter app

This is working as Facebook intended. When I try this using the Android Stock picker instead, I see that that picker is also in single-selection mode and I see multiple=false being passed to my code. 

Owen, do you maybe have a contact at Facebook?

I've reached out to FB, they are happy to run an experiment to enable multi-image selection for users of Chrome 61+ which is likely a good place to start.

Making wontfix as there's no changes required for us.
