Switch BluetoothLowEnergyAdvertisementFunction base class away from BluetoothLowEnergyExtensionFunctionDeprecated

This is a tracking bug to migrate from BluetoothLowEnergyExtensionFunctionDeprecated to BluetoothLowEnergyExtensionFunction as the base class of BluetoothLowEnergyAdvertisementFunction.

Move BLE extension functions away from AsyncExtensionFunction

This CL removes BluetoothLowEnergyExtensionFunctionDeprecated and
migrate the subclasses to use BluetoothLowEnergyExtensionFunction
instead, which is based on UIThreadExtensionFunction.
