[PlayStore PreStable] - Static noise when playing videos - M59

Issue description

Chrome Version: 59.0.3071.92
OS: Android 5.1
Device : Vivo V3Max

Most of user feedback about this issue is from Play Store reviews
Common feedback
1. Static noise when playing videos.
2. I've been having a problem with playing videos in chrome since last week. I can't play videos in twitter, instagram and any other sites, it will play screeching sounds when the video is played. But when I tried in any other browser, it can play normally. It's not a problem of my phone speaker either because I tried playing music via phone, it was all right.
3. Audio quality is very poor... Sound is very irritating to me... Please fix this [Sys logs attached]
4. What the hell happened to my audio when I watch youtube videos on Google chrome [Sys Logs attached]
4. Getting problem. With your video playes audio setting.video player defected . Not cleared voices are heard when i play some audio or facebook video.. There is haziness in voices [Sys Logs attached]

R-V-G since I'm not sure if external folks can download system logs or if they contain PII.
This issue is observed on Vivo Y21L/LMY47V on following below steps

1) Launch chrome
2) Go to youtube.com and play any video

Observed: Audio output is corrupted.
Actual:   Audio should be clean.

Seems this device has broken float audio output; which is unfortunate since it's tested as part of the CTS verification for Android Lollipop+ devices. I'll add a blacklist for it for M60; unfortunately there's no workaround for users presently.

Disable float audio output on Vivo devices; they're broken.

Play Store users and TE verification report these devices play
garbled audio when using float. Disable for all Vivo devices since
they're still shipping 2017 models with Lollipop.

Don't have this device so will ask TE to verify on the next canary release with this patch and merge to M60 if successful.

This issue is fixed on latest M61-61.0.3144.0, but still observed on latest M60-60.0.3112.51

Re-enable float audio for Vivo M+ devices.

Vivo has confirmed these devices should work with float audio and
has asked us to re-enable support.
