VR: Touching screen while showing NativePage crashes browser.

There's a dispatchTouchEvent loop that's crashing the browser when you touch the screen on a NativePage like the NewTabPage.

Is this something a manual test case would help to catch in the future? If so, could you provide some repro steps? I don't think the NTP is supported anymore in Chrome VR with the Chrome Home UI.
