Chrome home doesn't show articles, just "That's all for now", if privacy setting changed

Issue description

Chrome Version: 61.0.3141.0
OS: Android

What steps will reproduce the problem?
(1) Enable Chrome Home in about:flags
(2) Tap the url bar
(3) Notice there are no articles listed

There are no instructions on how to fix this.

We tested in M61-61.0.3142.0 and unable to repro this issue.

I dug into this more and found the cause: if you go to settings > privacy and uncheck "Search and site suggestions - Use prediction services to suggest search terms and websites", the news articles go away.

Could the "That's all for now" message tell the user that they can get articles by enabling that privacy option? I thought that option was for url-bar suggestions.
