Issue description

Slight increase of CPU Usage in vp9 svc test, also visible but not detected due to outliers in:
https://chromeperf.appspot.com/report?sid=7a584df552d8379b1a008e57f44f6bceb3ae42af348d9dfc55166f2d8e9420f1&start_rev=18500&end_rev=18650

Seems to be due to roll of:
https://chromium.googlesource.com/webm/libvpx.git/+log/ff42e04f9c..4f9d852759

Status: WontFix (was: Assigned)

The libvpx roll has some SVC changes that could cause, small CPU increase is within expectation. Marking as won't fix.
