MD Bookmarks Manager: The resize divider should be always visible |

Issue descriptionChrome Version: Canary 61.0.3142.0 OS: macOS 10.12.5 What steps will reproduce the problem? (1) go to chrome://bookmarks (2) search for resize divider (3) move the mouse cursor over the area where you expect it What is the expected result? What happens instead? The resize divider should be always visible. Using it as a mouse over item is not user-friendly in this case. Please use labels and text to provide additional information. Screenshots are attached. Thanks.

Thanks for the feedback! It's not user-friendly for a subset of users, agreed. For the majority of users, we're not anticipating a strong need to resize the side nav...not a need a that would warrant the permanent visual noise. The sidenav is also ~20px wider than the previous bookmarks manager. For those that do need this on a regular basis, they'll have a slight speed bump in discovery, but be assured that the functionality still exists.
