How should ำ#ำ be rendered?

This renders differently in chrome on OSX to clank (see attached screenshots) but I'm not sure which is right (or if in fact both are).

The first one is much closer to how it is supposed to render, it all comes down what fonts are available however. On Android the fallback font lacks one of the glyphs resulting in the boxes.
