hr:before is same height as hr as apposed to the before height set in CSS

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.115 Safari/537.36

Example URL:
https://www.livoutdoor.nl/schoenen/wandelschoen/lowa-toro-ii-gtx-mid-ws-anthracite-turquoise/

Steps to reproduce the problem:
1. Open the URL mentioned above.

What is the expected behavior?
There should be a 1px hr line with a text 'maak een keuze' in the center of it

What went wrong?
The text is only 1px high

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 61.0.3142.0  Channel: canary
OS Version: 10.0
Flash Version: 

We use this a lot to for instance separate a selected product from a list of related products. Looks like all our sites will not function in Chrome 61.

The change is intentional and the new observed behavior matches the updated spec: https://html.spec.whatwg.org/multipage/rendering.html#the-hr-element-2
Those who were [ab]using the HR element can circumvent the issue on their web sites by adding "overflow: visible;" to the CSS rules for HR element.

Based on the bisect above this is expected, cc'ing eae@ and marking the bug as wontfix. 
Please correct me if I am wrong and reopen the bug needed.
