Gray fallback icons are displayed until the popular sites real icons are fetched in GIN-2g Network

App Version: 60.0.3112.49 beta
iOS Version: 10.2.1,10.3.2, 9.3.5
Device: iPhone , iPad

Steps to reproduce:
1. Fresh install chrome
2. Connect the device network to GIN-2g
3. Launch chrome and go through FRE
4. Open NTP (if grey icons are not displayed open another NTP)

Observed results:
The popular sites grey icons are displayed and after a few seconds the real icons are fetched

Expected results:
Grey icons shouldn’t be displayed.

That is absolutely intentional (as per current specification).
We bake in the default icons only for the default global popular sites.

On the second tab, you already see your personalized suggestions.
We show those without waiting for their icons. 
We can't even guarantee there will be icons for them.
For sites that overlap (e.g. Facebook for you) the cached icon is available until we find a more recent version. 

Downloading the new icons is started as soon as possible but will (of course) take some time on GIN-2g.

There is currently no urgency to change that behavior and any idea to defer the personalized suggestions due to waiting for icons should be discussed with UX/PM as the icon-less personalized suggestions should be way more useful to a user than real-icon global suggestions.
