Regression: Unwanted tooltip 'Settings' is displayed when mouse hover on any options from the 'Main menu' of chrome://settings/ page

Issue description

Chrome Version : 61.0.3141.0 180095eb1bca7df1cdcb02547340499c2ee3af6e-refs/heads/master@{#482153}
OS : Windows(7,8,10), Linux(14.04 LTS), Mac(10.12.3, 10.11.6))

What steps will reproduce the problem?
1. Launch Chrome, navigate to chrome://settings/
2. Click on 'Main menu' and mouse hover on any options from the settings menu
3. Observe

Actual: Unwanted tooltip 'Settings' is displayed when mouse hover on any options from 'Main menu'
Expected: Unwanted tooltip 'Settings' should not be displayed when mouse hover on any options from 'Main menu'

This is a regression issue broken in 'M61' and below is the manual regression range
Good build : 61.0.3139.0
Bad build : 61.0.3140.0

Using the per-revision bisect providing the bisect results,
Good build: 61.0.3139.0(Revision: 481757).
Bad build: 61.0.3140.0 (Revision: 482096).

You are probably looking for a change made after 482043 (known good), but no later than 482044 (first known bad).

Caused by my CL: "title" is overloaded in this context
oh, nice... by giving the drawer a title, each <a> inherits that title as far as the UA is concerned. You'd have to explicitly add title="" to each <a> to prevent it from inheriting the title like that. https://developer.mozilla.org/en-US/docs/Web/HTML/Global_attributes/title

...I wonder why on earth that's useful.
