Non-Regression: Either Added to chrome button should be displayed or it should navigate to website

Chrome Version: 61.0.3141.0
OS:Ubuntu 14.04, Windows:7

What steps will reproduce the problem?
(1)Launch chrome>> Navigate to CWS>> Themes
(2)Click on any theme offered by https://atavi.com/browser-themes/ >> Add to chrome
(3)Now click on visit website 

Expected
Either the button "Added to chrome" should be displayed or Visit website button should navigate to the website

Actual
Visit website button should navigate to the website or the button "Added to chrome" should be displayed

This is a Non-Regression issue seen from M-46 series

Able to reproduce the issue on Mac 10.12.5 using chrome version #61.0.3141.0.
