Regression : Horizontal scroll bar doesn't work in chrome://bookmarks.

Version: 61.0.3142.0 58a8bea874fcfa2c18749645f087d0b21b8a21a0-refs/heads/master@{#482491}
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)
Pre condition : Enable Material Design bookmarks flag from chrome://Flags.

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://bookmarks
2. Now resize the browser window and click on iron icon to open options list so as horizontal scroll bar appears(Refer screen cast).
3. Now try to drag horizontal scroll bar,observe

Actual: Horizontal scroll bar doesn't work.
Expected: Horizontal scroll bar should work.

This is regression issue, broken in ‘M 60’ and will soon update other info :
Good build:60.0.3089.0
Bad build: 60.0.3090.0

Tiny window behavior is not a priority. Wont fix.
