Regression: Unnecessary horizontal scroll bar is seen on preview page.

Issue description

Chrome Version: 61.0.3142.0 (Official Build) 58a8bea874fcfa2c18749645f087d0b21b8a21a0-refs/heads/master@{#482491} 32/64-bit.
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6,10.12.3)

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://bookmarks page.
2. Now, give print command and observe the preview page.

Unnecessary horizontal scroll bar is seen on preview page.
Horizontal scroll bar should not seen on preview page.

This is a regression issue, broken in M-59 series, below is manual regression range.

Good build: 59.0.3043.0
Bad build: 59.0.3044.0

Note: To reproduce the issue in 'Good build' and 'Bad build', enable "Enable Material Design bookmarks" flags from chrome://flags

This issue is also reproducible on latest Dev build# 61.0.3141.0 (Official Build)
