8.8% improvement in webrtc_perf_tests at 18489:18489

Seems to be due to revert:
https://chromium.googlesource.com/external/webrtc/+/88f94fa36aa61f7904d30251205c544ada2c4301

However, I did not find any corresponding uptick in encode time caused by the reverted commit
