ramp_up_down_up_3streams_rtx is duplicated in perf tests

The result ramp_up_down_up_3streams_rtx occurs in two different tests. That causes issues with the performance graph as a race condition causes them to sometimes render in reversed order. Also it means only the result of one of the tests show up.

Relevant log lines:
