Pre condition : Enable Material Design bookmarks flag from chrome://Flags.

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://bookmarks and hover mouse over iron icon in top RHS of page

Actual: Tool tip is not displayed after hovering mouse over iron icon
Expected: Tool tip should be seen after hovering mouse over iron icon

This is a non-regression issue, seen from M-57 series as Material Design bookmarks flag started working from build # 57.0.2969.0
