Adding large folder to workspace causes OOM

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.109 Safari/537.36

Steps to reproduce the problem:
1. Add a relatively large folder to workspace in developer tools.

What is the expected behavior?

What went wrong?
Chromium will start using up more and more memory until the computer hangs/crashes.

This also occurs if the folder is already added and you load the developer tools on any tab or pane, even if you later close it.

Did this work before? N/A 

Chrome version: 59.0.3071.109  Channel: n/a
OS Version: openSUSE Tumbleweed 20170625
Flash Version: Shockwave Flash 26.0 r0

Reproducible on 59.0.3071.104 and 59.0.3071.109, not tested on other versions. Seems to be a relatively recent issue.

Interesting. How large is the large folder? 
It's quite large, about 70000 files and 300MB. Almost all of it is because of various node_modules folders. I haven't yet had a chance to try something "in between" to see what's the limit so to speak yet.

We've fixed a bunch of memory leaks in file watching subsystem; this should be fixed now.
