add Dock to top

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.104 Safari/537.36

Steps to reproduce the problem:
There is dock to bottom, dock to right, dock to left... but no dock to top.

What is the expected behavior?

What went wrong?
Sometimes yes, we want to use Dock to top!
E.g., https://www.flickr.com/map?&fLat=24.1814&fLon=120.8652&zl=17
