Sync not tracking source tab id properly in Android

Digging into the code, it looks like DidOpenRequestedURL is being called with a source tab id.

But, the WebContentsDelegateAndroid does not look like it returns a WebContents when the window disposition is NEW_FOREGROUND_TAB. This is different from the native Browser::OpenURLFromTab method, which calls chrome::navigate and returns nav_params.target_contents.
