Issue description

"CrossSiteTransferTest/CrossSiteTransferTest.PostWithFileData/0" is flaky.

This issue was created automatically by the chromium-try-flakes app. Please find the right owner to fix the respective test/step and assign this issue to them. If the step/test is infrastructure-related, please add Infra-Troopers label and change issue status to Untriaged. When done, please remove the issue from Sheriff Bug Queue by removing the Sheriff-Chromium label.

The last 3 failures reported by chromium-try-flakes all hit this:
FATAL:ref_counted.h(95)] Check failed: CalledOnValidSequence().

+alex-ac@, because while the TSAN warning since to be tickled by the DCHECK(CalledOnValidSequence()), the problem TSAN is warning about is related to ScopedLogAssertHandler - it seems that 1) ScopedLogAssertHandler's destructor can try to pop things from log_assert_handler_stack, while 2) another piece of code tries to read log_assert_handler_stack while outputting a log message.
Status: WontFix (was: Untriaged)
FindIt says that the test has 100% pass rate on https://luci-milo.appspot.com/buildbot/chromium.memory/Linux%20TSan%20Tests/7979...

Not sure what other actions I can possible take for this bug...  Let me resolve as WontFix (please don't hesitate to reach out to me and shout if you disagree with this resolution).
