Consistent shield being used for OOBE and sign in screen

This is the screenshots taken from the oobe, and the shield color is different from GAIA screen to the rest.

Please apply the shield spec attached, which is the same as what we are using for sign in screen. (Extracted DM color 100% + #000 50%) x 60%
