Quick switch mishandles windows that are minimized.

(1) Got into tablet/maximized mode.
(2) Open one window, and then minimize it.
(3) Open a second window.
(4) Double tap the overview button on the bottom right.

What is the expected result?
No change, or the second app is opened.

What happens instead?
Black screen.

I think we should open the app, since this seems to be the behaviour on Android.

wm: Quick switch unminimizes minimized windows.

Previously if a window was minimized and gets quick switched into (ie. it was the second most recently used window), there will be a black screen because it is still minimized.

Test: ash_unittests --gtest_filter="OverviewButtonTrayTest.*"
