Spinner not working on reload (Canary)

Issue description

Chrome Version: 61.0.3141.0 (Official Build) canary (64-bit) (cohort: 64-Bit)
OS: Win7

What steps will reproduce the problem?
(1) Go to a slow website.  Spinner spins as normal.
(2) Press reload button or F5.  Page reloads, but spinner never spins.

If I enter data in a search field on bugs.chromium.org and then press enter, the spinner does spin, but it takes a couple seconds to start spinning, not sure if the cause is the same.
 
Happens to me on 61.0.3141.8 dev, Win8.1 64bit, too.

Looks like the spinner appears only when the first byte of content is being sent, and not as soon as navigation is initiated. This means that, apart from a status bar (which is not visible if a link is hovered, anyway), there's no visual indication that the navigation has been started.

Also, don't know if it's related, but waterfall column in the devtools Network panel doesn't show TTFB for the initial page request (but lists the timing in the bubble tooltip).
It seems to be working again on 61.0.3145.0 and later - going to go ahead and WontFix this, but will reopen if it reappears (And nie.mam.pomyslu.na.nick:  Please do post back here if you still see the issue once dev rolls past that version)
