Show zoom levels all the time, like Firefox

Reported by jidanni@gmail.com, Jun 26 2017

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.104 Safari/537.36

Steps to reproduce the problem:
Firefox shows zoom percents (if not 100%) all the time right there on the screen.
Chromium only shows them momentarily.

What is the expected behavior?
Firefox's way is much better!

What went wrong?
Can't tell if one is currently looking at a zoomed web page, or original size, without needing to take some action to find out, or remember what it said momentarily when we first opened the page.

Did this work before? N/A

Chrome version: 59.0.3071.104 Channel: n/a
