Need to make sure that only Telemetry is firing intent on Android device during test

To make perf tests deterministic & low noise, we need to make sure hat only Telemetry is firing intent on Android device during test. Right now, the Android OS may fire intent to launch Chrome instance randomly during Telemetry tests.

(See  issue 736516  for how this has caused problem for Telemetry test)
