Link targets on interstitial pages are sometimes off

Issue description

ToT

During enamel review, it was found that links on interstitial pages sometimes have targets that aren't aligned with the text.  This is not always reproducible.  It may be related to Chrome Home changes, as I believe this had been enabled on the DUT (at least at one time).

To reproduce this, use badssl.com to land on an interstitial page, and then hover on the links.  They should highlight properly, rather than highlight randomly when the cursor is somewhere else on the page.

I have not been able to reproduce this recently, though I will try again this week. Do we have any idea of what the root cause was?

I *think* it was related to chrome home. Adding Bill and Michael to confirm.
That wasn't accurate. I should say that, no, we never found the root cause nor reproduced the issue. The chrome home thing was just the most likely related issue.

I spoke with Bill and it looks like we've never reproduced the issue. He suggested that I look into how we set css scale, but after fiddling with that, it doesn't seem to be causing the issue.

I'd love it if you could try to reproduce this the next time you're looking at Chrome VR.

I'm going to take a look at this when I'm back next week. I'm not too worried about it because I haven't seen it repro in a while. (Mustafa has a hard deadline this week so he's not available to take over more of the VR review.)
