Certificate Viewer becomes unresponsive when overlay is opened in other tab

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36

Steps to reproduce the problem:
1. Navigate to a website using TLS (e.g default new tab window).
2. Open the certificate viewer (devtools -> security tab -> View certificate button).
3. Open a new tab and open a new "overlay" window, e.g the certificate viewer or print dialog.
4. Go back to the original tab, notice the certificate viewer is unresponsive.

What is the expected behavior?
The certificate viewer should remain responsive

What went wrong?
The certificate viewer becomes unresponsive and can't be closed unless the tab or browser window is closed.

Did this work before? N/A 

Chrome version: 58.0.3029.110  Channel: n/a
OS Version: OS X 10.12.5
Flash Version: 

Tested in Chrome and Chromium on macOS 10.12.5.

Edit: The certificate viewer only becomes unresponsive to mouse clicks, the keyboard bindings keep woking. This means it is possible to navigate the certificate tree using the arrow keys and to close the certificate viewer by pressing enter.

@hdodda @patricialor I think all issues are the same, there are just different ways to trigger the issue.

In general the issue seems to be that the certificate viewer becomes unresponsive to mouse clicks when something in the background happens.

Yes, I agree with seppe@'s comment in #c4 - I'll mark this as a duplicate.

FYI, there was a fix out here: https://codereview.chromium.org/2562653002/, but it was decided that we don't want to do that, since it converts the Cocoa sheets being used into child windows (see https://bugs.chromium.org/p/chromium/issues/detail?id=671150#c3).
