iOS: new tab on ipad should put focus in the omnibox

Issue description

Creating a new tab (especially via a keyboard shortcut but also by tapping the +) on iPad should put the focus in the omnibox to be able to type right away.

It's unclear if you'd like to bring up the virtual keyboard. Maybe not. But at least if you do Cmd+T from a physical iPad keyboard it should focus the omnibox so you can type right away.

Somewhat related to that project.

This is saying that omnibox should have focus right when new tab is done. The complication is that when the omnibox is focused, NTP disappears. So, this is a wider UI review discussion.

While avoiding big product changes, perhaps the easier short term fix is to listen for the next keystroke after Cmd+T (if it happens) and put it in the omnibox, initiating the UI change to disappear the NTP.
