Input methods sometimes don't work on Pixel ChromeBook

Issue description

Chrome Version: 60.0.3112.41(正式版本)beta (64 位)
OS: ChromeOS

What steps will reproduce the problem?
(1) Change language to Chinese, enable pinyin input method
(2) Try to input pinyin

What is the expected result?
can input Chinese characters

What happens instead?
can't input Chinese characters.

Unable to reproduce the issue on Chrome 60.0.3112.41/ CrOS 9592.29.0 - Peppy.  
I'm able to enter Chinese characters with Pinyin IME on the omnibox, Findinpage, google search etc...

After suffering from this issue for about 1 week, it magically started to work again today.

Summary: Pinyin input method no longer works on Pixel ChromeBook (was: NEEDS_BISECT Pinyin input method no longer works)
It occurred again today after I restarted my ChromeBook to upgrade to 60.0.3112.50. It affects all accounts on the ChromeBook at first. However, after some time it started to work for my personal account.

For the account that Pinyin IME works, when I switch to Pinyin IME and input pinyin for the first time, the first several characters are not captured by pinyin IME, then there is a delay of several seconds, then Pinyin works.

For the Google corp account that Pinyin IME doesn't work, there is no delay.

The IME menu looks different when Pinyin IME works and doesn't work. When it doesn't work, the menu is like the first attachment. When it works, the menu has also other menu items as shown in the second attachment.

Summary: Input methods sometimes don't work on Pixel ChromeBook (was: Pinyin input method no longer works on Pixel ChromeBook)
After I did the following, Pinyin IME started to work for my Google corp account:
1. Added Wubi input method;
2. Switched between Wubi and Pinyin input methods. Neither Pinyin nor Wubi worked.
3. Switched UI language to English and restarted.
4. Switched between English, Wubi and Pinyin input methods. Neither Pinyin nor Wubi worked.
5. Enable "Show input options in the shelf" in "Languages and input" settings. Both Pinyin and Wubi started to work.
6. Now they work regardless of UI language and "Show input options in the shelf".

It seems that the input method module had been not properly initialized before 5. Some operations like 5 seems to trigger proper initilizatin.

Lowering priority as I can use input methods now. Will see how it will behave on the next upgrade.
