On-screen keyboard behavior on touchscreens appears to have changed at some point between versions 58 and 59. Where programmatic setting of focus on a text input used to be sufficient to launch the on-screen keyboard, it now appears to require the user to tap on the input before launching.

Reported by lauren....@thereformation.us, Jun 23 2017

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36
Platform: ChromeBit

Steps to reproduce the problem:
1. Tested on-screen keyboard behavior with 2 different ChromeBits
2. Tested on 2 different Touchscreens
3. Tested with Chrome OS version 58 and 59. Confirmed keyboard behavior broke in 59.

What is the expected behavior?
Programmatic setting of focus on a text input should be sufficient to launch the on-screen keyboard

What went wrong?
When updated to OS 59 from 58, the keyboard now no longer launches automatically. It now requires the user to tap on the input for the keyboard to launch.

Did this work before? Yes 58

Chrome version: 59.0.3071.91 Channel: n/a
OS Version: 59.0.3071.91

This change was intentional, although it may change back.
