Login UI is broken on ToT

After  Issue 735724  was fixed, the UI is still broken.

We still have the JS error:

"Uncaught ReferenceError: login is not defined", source:  (1)

And the user pods are displaced [see attached screenshot].

I'm aware of this issue. I'm suspecting this may be related to 736467. Because after adding switch '--cros-gaia-api-v1', both issues disappear.
