Do not call isolate->counters() from background thread.

The DCHECK causing the bot failure should be there, but the problem is on the blink side.

Since the trybot output no longer exists, I'm trying to create a CL that will cause the problem to occur and can be tested.

Once the problem is repeatable, I will pass it on to someone appropriate.
