Chrome Version: M61 ToT
What steps will reproduce the problem?
(1) Run chrome --mus
(2) Try to resize window by dragging edges

What is the expected result?
Hit-testing around window border allows easy targeting (6dp)

What happens instead?
Mouse pointer has to be exactly on the window border to allow resizing.

EasyResizeWindowTargeter is probably not wired yet with --mus.
Resizing with --mash is working.
