No tooltips in system tray bubble with --mash or --mus

Chrome Version: M61 ToT

Running chrome --mash or chrome --mus

What steps will reproduce the problem?
(1) Open Chrome OS system bubble
(2) Hover over the bottom row of buttons

What is the expected result?
Tooltip present

What happens instead?
No tooltip

Works correctly without mus+ash

This seems related to bug 608547 and  bug 735710 . TooltipManagerAura's use of aura::Window::ConvertPointToTarget doesn't work for the system menu bubble.

It seems off that root_location is being set to location here[1] and for a brief period of time that was changed [2] but it was later reverted.

I tested this on device, and this appears to have been fixed by 8b679cacf.
