BattOr connected to build183-b4 seems to be unresponsive |

Issue descriptionI recently launched a try job on build183-b4 (https://luci-milo.appspot.com/buildbot/tryserver.chromium.perf/winx64_high_dpi_perf_bisect/447) in which Telemetry was never able to receive a response from the BattOr after sending the init message. Can someone in labs take a look at that BattOr and confirm that there's an orange light blinking on it?
