Enterprise : Unable to import bookmarks, history, search engine from IE on chrome first run

Issue description

Chrome Version: (#60.0.3112.40)
OS: (Windows 10)

Preconditions:
(1) Make sure on Server machine, import on first run policies are enabled. 


What steps will reproduce the problem?

In Client - Windows 10
--------------------
(1) Make sure IE is default browser
(2) In IE, add some bookmarks, navigate to some webpages, default search engine is bing.com
(3) Launch chrome for the first time
(4) Observed in "chrome://policy", import policies are enabled

What is the expected result?
Expected to import bookmarks, history, search engine from default IE browser

What happens instead?
Didn't imported bookmarks, history, search engine from default IE browser

Kiran, on the client side you need to navigate to chrome://settings and manually import bookmark and settings for the policy to work.
