Non-Regression: Text is seen chopped in sources section even after scrolling

Issue description

Chrome Version:61.0.3138.0
OS:Ubuntu 14.04

What steps will reproduce the problem?
1. Launch chrome and Open Devtools(F12).
2. Go to settings(F1) and change the panel layout to vertical.
3. Navigate to sources tab and drag window towards right until horizontal scrollbar is seen ,now scroll the page  horizantally and observe the text.

Expected: When scrollbar is activated entire content should be seen on scrolling
Actual:Instead text is seen chopped while moving scrollbar towards right.

This is a non-regression issue seen from M-48.

Able to reproduce the issue on Win-10 using latest canary #61.0.3138.0.
Horizontal scrollbar is not seen in OS-Mac on dragging windows towards right.

Able to reproduce the issue on Win-10 and Ubuntu 14.04 using chrome reported version #61.0.3138.0.Horizontal scrollbar is not seen in OS-Mac on dragging windows towards right.

This is a non-regression issue as it is observed from M48 old builds. 

Note: From M47 and older builds, vertical layout is not present in the settings menu.

Hence, marking it as untriaged to get more inputs from dev team.
