tab card view should be different when phone is held in landscape

Issue descriptionSteps to reproduce the problem: When you hold your phone in landscape, the tab card view is inconsistent (close tab button switches to being on the other side, and the tabs slide horizontally). It should be the same as it is when the phone is held in portrait. Also, the app card view in Android 6.0 (at least on Motorolas) is the same in both orientations, and the experience is fine, there was no need to change the landscape tab card view in Chrome What is the expected behavior? Indeed this is working as intended. There are some design explorations around the tab switcher, so I'm adding our UX designers so they can think about this as we move forward. For now (and potentially into the future), this will not change.

The android team DID decide it was fine to use the same card layout for both orientations, and it does work fine, it's just what you would expect. The Chrome landscape card setup is strange |
