chrome::AttemptRestart doesn't activate restored browser |

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.104 Safari/537.36 Steps to reproduce the problem: 1. Open chrome://flags 2. Reset flags and restart What is the expected behavior? The restored browser should be activated. What went wrong? The restored browser is not activated and stacked below other application. Did this work before? N/A Chrome version: 59.0.3071.104 Channel: n/a OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: The same problem is on Windows 10 too. (not 100%)

Tested the issue on windows 7 & 10 using chrome latest stable M59 #59.0.3071.115 and canary M61 #61.0.3144.0 and issue is not reproduced. chrome is relaunched correctly after restting all the flags to default in chrome://flags. Attached screencast for reference. @sangwoo108-- Could you please check in latest stable with fresh chrome profile without any extensions and flags enabled and if you can still able to reproduce the issue provide us the screencast , that would help us in triaging the issue better. Thanks!

Marking the issue as wontfix, as there is no update from the reporter for more than 1 month. Please feel free to raise a new issue if able to reproduce the issue using latest chrome builds.
