WebView content is scrollable from outside the WebView area on chromebook with touch support, this does not allow initial click handlers to execute

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36 Steps to reproduce the problem: For a chrome packaged application on chromeOS touch device 1.Place the WebView inside HTML document 2.Load a web page inside WebView 3.Make sure to fix height of WebView so that a scroll bar is visible. 4.Try scrolling the web page within WebView using touch. 5.Lift the finger up and try repeating the scrolling action from outside the WebView (above the webview) 6.The WebView is still scroll able 7.Try clicking the button outside WebView. Click events(using the touch) are not fired on few initial taps. 8.After few taps, click events starts getting fired, and WebView is now not scroll able from outside. What is the expected behavior? Once the user has stopped scrolling within WebView, it should not be scrollable from outside. Also the area outside should get the focus back. Which is not happening. What went wrong? Using touch, Webview is still scrollable from outside the Webview. This is not allowing focus to be shifted back to UI controls. Hence none of the click events are fired using touch for few initial taps. Attached the CRX for reference. Did this work before?
