ninja repeatedly regenerating ninja files on Windows 10

I am on depot_tools TOT, and chromium TOT, I used `gn gen out\Release` to generate args.gn, and when I used `ninja -C out\Release -j8`, ninja kept regenerating ninja files, until it hits 100 tries, see the attached screenshot.

I am using Windows 10 Pro, the Visual Studio version is Visual Studio Community 2015, Version 14.0.25431.01 Update 3. Any idea how to resolve this issue?

I don't know yet what's wrong but I suspect it's related to the GN roll that also caused  bug 736215 . The change was reverted; can you let me know if you're still seeing problems?
