Support translated security bullets |

Issue description- For now: create two adjacent copies of each string - Introduce a bool localize parameter to content_utils::GetSecurityStyle and WebContentsDelegate::GetSecurityStyle and switch between non-translated/translated string based on that. - Pass `false` in the GetSecurityStyle() call in the DevTools SecurityHandler class.

I think we settled on taking a different approach that doesn't require two copies of the string. |
