Currently Web Share Target is implemented on Linux, Windows and Chrome OS only, behind the enable-experimental-web-platform-features flag.

It's not just a web platform feature, though, and needs special treatment in Chrome (downloading manifests and storing them in prefs), as well as potentially getting experimental UI treatment in Chrome.

Therefore, it should have its own feature flag.
