MD Settings: Homepage policy indicator shown in new line

Repro steps
 1 Add a HomepageLocation policy (follow instructions at https://www.chromium.org/administrators/linux-quick-start.
 2 Go to chrome://policy and click "reload" policies.
 3 Go to chrome://settings.
 4 Enable the "Show home button" toggle in the "Appearance" section.

Expected: Policy indicator is shown next to the radio button.
Actual: Policy indicator shown underneath the radio button (see screenshot).
