Dino game should be playable when an Offline page is shown |

Issue descriptionOne of our goals with Project Paquete is to reduce the number of Dino pages shown by providing substitute content (e.g., a cached offline copy of the page) when the user is offline. However, given the tremendous popularity of the Dino game, I think there should be a way for the user to get to the Dino game even when a substitution is shown. An example might be to show a snackbar saying "You are viewing an offline copy of this page" with a tappable Dinosaur icon - when tapping the icon the game is launched. However, other UI treatments might be preferable.

We already show a toast when viewing offline pages: "Viewing an offline copy of this page [RELOAD]" which goes away after a while. On my smaller device there doesn't seem to be enough space for the icon without making the snackbar taller. Other alternatives: + Show the dino in the offline info box when you click the offline chip. + When viewing a offline copy of the page, the download icon is disabled in the menu. Change this to the Dino icon which provides direct access to the game. Would you just replace the cached page with the chrome://dino or open a new tab?

Dino-motivated folks could also open incognito while offline because our caching magic won't apply across the profile boundary (right?).
