v8.runtime_stats.top_25.reference failing on 2 builders

I'll make a CL to fix the sharding, which should make v8.runtime_stats.top_25.reference stop expiring.

Fix expiring tasks on chromium.perf

The bots are imbalanced, and a referenc build is expiring. This CL
shuffles around some benchmarks. Specifically, the following benchmarks
will probably shift:

* v8.runtime_stats.top_25
* page_cycler_v2.basic_oopif
