[Content Settings] Add more heirarchy with rule lines

Each subpage within content settings has a "high level toggle" that essentially translates to Allow or Block. Because subpages can also contain "low level toggles", I'd like to implement simple rule lines to help differentiate. 

See mocks.png for instructions on a per-section basis. 
Spec.png instructs to include a 16px bottom padding in addition to the rule line
