Chrome Version: 9675.0.0 / 61.0.3136.5 

What steps will reproduce the problem?

(1)Enable chromevox. we see the black bar on top of the screen.
(2)Navigate using the tab key , initially the black bar disappears and then as we tab around , the spoken feedback is not heard

What is the expected result?

Chromevox should function without any problem

What happens instead?

The spoken feedback fro chromevox is broken

This issue is not happening on 9667.0.0 / 61.0.3130.0 build cave and is happening on 9675.0.0 / 61.0.3136.5 build
