eCTS: Flashing image to TH (stm32l476g-eval) is slow

Currently, it takes about 24 seconds to flash stm32l476g-eval. We want to make it faster.

eCTS: Expedite flashing time

eCTS tests are small. We can use smaller flash size to expedite
tests. This patch reduces flashing time for stm32l476 from 24 sec
to 6 sec.
